Russian Ministry of Transportation

Russian Ministry of Transportation has announced that the number of airlines operating in Russia can be shortened considerably in the nearest future. Right now there are about 300 airlines in Russia, and there are small airline companies that don’t always follow the regulations set by the Russian and International Aviation Administration. According to a ministry official, they don’t consider cutting down the number of airlines as their main goal, but they will be working to improve the quality of services in the Russian commercial aviation. One of the ways to do that will be to introduce better control of the airlines’ compliance with all existing laws and regulations, eliminating the companies that try to make profits at the cost of passengers’ comfort and safety. The airlines in question are usually small and operate mostly on local routes in the distant regions of Russia.  This initiative of the Transportation Ministry should not affect the major airlines, like Aeroflot, Transaero, Sibir, KrasAir, and some others that have proved to care about their image, as well as about their passengers’ safety and comfort's !

03 SEPT 01  OVERLAND IN CHINA

To make a long story short, as with everything in China, there a many different ways of doing things. It might work for person "X", but person "Y" will not succeed. Many times it just depends on whom do you know at the right places at the right times (called "Guangxi" in China).

  • You cannot enter China with overseas registration (license-plates).
  • To drive any motorized vehicle in China, you need a Chinese drivers license.
  • To obtain a Chinese one, you need a valid drivers license of your passport country, a Chinese foreigners resident permit (green-card) and in some cases a work permit. No foreign or international drivers license will be valid for driving motorized vehicles in PRC. Check with the vehicle registration for the current requirements, just one advise in advance to save you hassles: No Chinese Green-card / No Driving License!
  • The import of all motorcycles above 250cc is BANNED and therefore cannot be registered.
  • You will not be able to register a vehicle as INDIVIDUAL or PRIVATE person. You always need a company (business-sponsor) with the appropriate quota for motorcycles (very limited!). Companies are very reluctant to borrow registration (license-plates) to anybody (foreigner / Chinese), since the company will be held responsible in case something happens (accident , incident, fines, etc).

You could purchase a Chang Jiang motorbike (750ccChinese BMW copy w/sidecar) locally (Flathead / OHV). In case you found a company with the quota for 750cc Chang-Jiang sidecar bikes, very strict procedures have to be followed given by the Vehicle Registration (don't end up like others before you and purchase a Chang-Jiang sidecar bike and try to register afterwards..., won't work that way!!!). Furthermore, since 1st.September 2000 only 200 new motorcycle license plates (up to 250cc) license plates will be issued annually, that includes light motorbikes (scooter 125cc, xingfu 125cc) as well.

31 AUG 01 - LATEST ON RUSSIAN VISA'S

St. Petersburg is preparing for a big experiment in visa processing. The Consular section at the Pulkovo-2 airport in St. Petersburg will start issuing 72-hour Russian visas on September 1, 2001.  This is good news for people touring Europe who can now make a 3-day side trip to St. Petersburg without obtaining a Russian visa long in advance. However, not everything is as simple as it looks. To obtain this visa at the airport, any foreign visitor should have a voucher from a Russian hotel or travel agency registered with the Ministry of Foreign Affairs. The travel agency or hotel should also file a request for visa with the Consular section at the airport and pay the visa fee a couple of days before the passenger’s arrival. The authorities will be monitoring the experiment’s progress, and based on the results, this new visa regulation may be introduced at the automobile border crossing on the Russian-Estonian border, and possibly the Russian-Finnish border later on. The purpose of this new regulation is to simplify visa processing, and therefore attract more visitors to St. Petersburg for the city’s 300-th birthday to be celebrated in 2003.

LATEST NEWS ON RUSSIAN / MONGOLIAN BORDER CROSSING

Kyakhta

(Russian Mongolian Border)

On 11 August 01 , a new building of the border control station in Kyakhta, Buryatia opened to travelers. Before that, the station could only let through the border no more than 120 automobiles a day. The Customs  and border control checks took a long time; the health/veterinary inspection was located in the open air. The new station is capable of checking 500 automobiles a day and 1200 pedestrians. The buildings occupy a territory of 3400 sq. meters total and are now better equipped and staffed. This will make passage through the Russian-Mongolian border much easier, with hopefully no delays.

(Sounds good to me)
